Vegetables

Agricultural producers of the Stavropol Territory have completed the harvesting of vegetables and potatoes. According to preliminary data, the harvested area of ​​vegetable crops in SHP and K(F)Kh is 7,783 ha; collected – 146,066 tons (77% compared to 2015); yield – 187.7 q/ha.

Potatoes harvested on an area of ​​5,471 hectares; produced – 117,698.0 tons (23% higher than in 2015), yield – 215.1 q/ha.

As part of departmental monitoring, as of December 12, 2016, greenhouse complexes in the Stavropol Territory produced 38,394.3 tons of vegetable products, including:

cucumbers – 16,692.7 tons;

tomato – 21,470.0 tons;

other – 231.6 tons.

All products are sold.

As part of the “Vegetables to the porch” campaign in 2016, agricultural producers sold 1,720.2 tons of fruits and vegetables, including:

vegetables – 1,044.5 tons;

potatoes – 646.3 tons;

fruit – 26.5 tons;

IN RECLAIM

As of January 01, 2016, there are 271.6 thousand hectares of irrigated land in the region, including20.8 thousand hectares of scorched estuaries and 2.4 thousand hectares of irrigated rainfed estuaries.

The acceptance of documents for the provision of subsidies to agricultural producers of the Stavropol Territory for reimbursement of part of the costs associated with the construction, reconstruction and technical re-equipment of reclamation systems, which, according to the Procedure for granting subsidies, was carried out from October 20 to November 20 of this year.

In 2016, the construction and reconstruction of reclamation systems were carried out on an area of ​​3,512 hectares of irrigated land, of which 2,210 hectares were provided with state support in the form of subsidies to reimburse part of the costs associated with the construction, reconstruction and technical re-equipment of reclamation systems.

Subsidies in the amount of 43.4% of the direct costs incurred totaling more than 94.0 million rubles were received by the following agricultural organizations that carried out reclamation work on the area: Agrosakhar LLC, Izobilnensky district – 1,033 hectares; LLC “Novozavedenskoe” Georgievsky district – 192 hectares; SHP Rassvet LLC of the Georgievsky district 154 hectares, My Mechta LLC of the Novoselitsky district – 462 hectares, Zavetnoye LLC of the Georgievsky district – 384 hectares and Parizhskaya Kommuna LLC of the Budyonnovsky district – 25.4 hectares.

IN MECHANIZATION

December 15 at st. Staroderevskoy of the Kursk municipal district, on the basis of the limited liability company of the seed farm “Stoderevskoye”, the second cluster meeting “On the progress of repairs in the autumn-winter period of 2016-2017 of agricultural machinery was organized and held. The event was attended by heads and specialists of the Ministry of Agriculture of the Territory, specialists of the departments (departments) of agriculture of the administrations of six municipal districts of the Territory, heads of engineering services of agricultural organizations in these regions, representatives of the State Technical Supervision Service, peasant (farm) enterprises, representatives of organizations of regional agricultural engineering and agro-supply organizations.

The implementation of the program of subsidizing at the expense of the federal budget of agricultural machinery manufacturers continues in accordance with the Decree of the Government of the Russian Federation of December 27, 2012 No. 1432. As of December 16, 2016, 492 contracts were registered in the amount of 4409.966 million rubles for the purchase units of agricultural machinery with a 25% discount. The volume of state support under these agreements amounted to 1288.037 million rubles.

In 2016, agricultural producers of the region purchased 1433 units of equipment, including:

307 units tractors (23 – on lease),

200 units combine harvesters (33 – on lease),

4 units forage harvesters,

146 units trucks (4 – on lease),

776 units sowing, tillage and other agricultural machinery.

The stocks of diesel fuel at the oil depots of agricultural organizations amount to 37.348 thousand tons (- 0.617 thousand tons per week) and 3.584 thousand tons of gasoline (- 0.026 thousand tons per week). The commercial price ranges from 34,500 to 38,880 thousand rubles. per ton of diesel fuel, the average price is 37.520 thousand rubles. per ton of diesel fuel (+ 4.355 thousand rubles from the beginning of 2015, + 2.460 thousand rubles from the beginning of 2016). As of December 2016, the availability of fuels and lubricants for agricultural producers in the Stavropol Territory is:

For the considered period from December 12 to December 16, 2016, the best results in terms of daily milk yield on average per one forage cow were obtained in the following municipal districts: Ipatovsky – 19.6 kg, Novoaleksandrovsky – 18.6 kg, Predgorny – 18.9 kg, Kochubeevsky – 18.7 kg.

Information on the wintering of livestock in 2016-2017

At the beginning of the wintering of livestock in 2016-2017, agricultural organizations in the municipal districts of the Stavropol Territory procured roughage – 565.2 thousand tons, succulent feed – 285.5 thousand tons, concentrated feed – 117.4 thousand tons, which amounted to 27.5 centners of feed units per conventional head. With all seriousness and responsibility, they treated the harvesting of rough and succulent fodder in the farms of Novoaleksandrovsky, Kochubeevsky, Trunovsky, Sovetsky and a number of other municipal districts of the Stavropol Territory.

The beginning of the wintering of livestock was preceded by a certain amount of work not only on the preparation of fodder, but also on the preparation of 1.9 thousand premises for keeping farm animals.

According to operational data, as of December 01, 2016, 107.1 thousand heads of cattle were kept in agricultural organizations of the Stavropol Territory, which decreased by 7.0 percent compared to the beginning of wintering, including cows – 41.1 thousand. heads or 100 percent by the beginning of the wintering of livestock. The decrease in the indicator of the total number of cattle was affected by the sale of conditioned (fattening) livestock, as well as the sale of young animals of the current year for fattening to other categories of farms in the Stavropol Territory and beyond.

The number of pigs in agricultural organizations of the Stavropol Territory amounted to 289.7 thousand heads, or 100.0 percent of the level of the beginning of wintering of livestock.

According to the results of two months of the current wintering of livestock, the volume of gross milk production amounted to 20.7 thousand tons, or 100 percent of the level of the last wintering of livestock.

Production (sales) of livestock and poultry in live weight amounted to 71.0 thousand tons, which is 44 percent more compared to the level of wintering last yeara.

In general, it can be noted that the course of the current wintering of livestock passes without sharp fluctuations.

RURAL DEVELOPMENT AND INVESTMENT

As of December 16, 2016:

320.4 million rubles were disbursed, including:

Federal budget – 114.8 million rubles (99 percent);

The regional budget – 97.4 million rubles (99 percent);

local budgets – 5.9 million rubles (89 percent);

Extrabudgetary sources – 102.3 million rubles (233 percent)

Purchased and built 10.4 thousand square meters of housing for 120 families living in the countryside, including 7.0 thousand square meters. for 84 young families. This indicator will exceed the planned one by 3.4 thousand sq.m.

150 permits were issued for the transfer of social benefits in the amount of 108,533.65 thousand rubles, including 2 permits in the amount of 1,674.71 thousand rubles for the reporting period.

Work is underway to conclude trilateral agreements in order to secure young families and young professionals to work in the countryside for a period of at least 5 years.

As part of the implementation of measures to develop social and engineering infrastructure, 119.4 million rubles were transferred to the accounts of the municipalities of the Stavropol Territory, including 59.6 million rubles from the federal budget, and 53.9 million rubles from the regional budget million rubles, local budget funds – 5.9 million rubles.

107.9 million rubles were transferred to the account of contractors performing construction and installation works, including 53.8 million rubles (88 percent) from the federal budget, 48.2 million rubles from the regional budget ( 88 percent), local budget funds – 5.9 million rubles (89 percent).

In order to promptly monitor the situation of payment for work performed at municipal property in the Stavropol Territory, work is being carried out with the administrations of municipalities on timely reporting, timely disbursement of funds and the achievement of target indicators.

Investments

Work is underway to form a package of documents for the investment project “Construction and modernization of a complex for the production and processing of turkey meat, with an increase in production capacity from 6,600 to 8,200 tons of turkey meat per year in slaughter weight, located in the Izobilnensky district of the Stavropol Territory » Agro-Plus Limited Liability Company to participate in the selection procedure for reimbursement of part of the cost of paying interest on a loan, conducted by the commission for coordinating issues of lending to the agro-industrial complex of the Ministry of Agriculture of the Russian Federation.

A package of documents is being coordinated with interested departments to conclude an additional agreement to the investment agreement between the Government of the Stavropol Territory and Agro-plus LLC in connection with an increase in investment from 1823 to 3043 million rubles.

Work is underway to conclude investment agreements between the Government of the Stavropol Territory and investors: Sun Valley LLC (project value 2,374.6 million rubles) and Stavropol Vegetables LLC (project value 6,146.9 million rubles).

A meeting was held with representatives of SSAU on the formation of R&D topics for 2017.

STATE SUPPORT FOR AGRICULTURAL PRODUCTION

For the provision of state support for agricultural production between the Ministry of Agriculture of the Russian Federation and the Government of the Stavropol Territory, an Additional Agreement No. 4 was concluded to the Agreement on the provision of subsidies from the federal budget to the budgets of the constituent entities of the Russian Federation in 2016, according to which it is planned to receive from the federal budget more than 4, 3 billion rubles.

Subsidies were paid to agricultural producers of the region at the expense of the federal budget in the amount of 1138.6 million rubles (or 100 percent of the funding received), at the expense of the regional budget in the amount of 60.4 million rubles (or 100 percent of the funding received ).

As of December 16, 2016, credit organizations issued 10,205.7 million rubles for seasonal agricultural work, including:

IN ECONOMY AND INVESTMENT OF AGRICULTURAL PRODUCTION

According to the data of the Territorial body of the Federal State Statistics Service for the Stavropol Territory (hereinafter referred to as Stavropolstat), agricultural products in the farms of all agricultural producers (agricultural organizations, peasant (farm) farms, including individual entrepreneurs and households) for 10 months of the current year were produced by 187 .6 billion rubles, which in a comparable estimate is 10.1 percent more than last year. Agricultural organizations produced products worth 129.0 billion rubles, or 16.1 percent more.

The volume of investments in fixed assets in the agriculture, hunting and provision of services in these areas (without small businesses and the volume of investments not observed by direct statistical methods) for January – September 2016 amounted to 15,152.5 million rubles, which 1.9 times higher than in 2015.

The growth rate of the average monthly wages of workers employed in the agriculture, hunting and forestry industry in January – September 2016 amounted to 11.2 percent (23,459.6 rubles) compared to January – September 2015.

According to the data of Stavropolstat for January – August 2016, large and medium-sized agricultural organizations received a profit in the amount of 11,848.6 million rubles, which is 23.8 percent higher than last year (in January – August 2015 – 9,568.9 million . rubles). The share of profitable organizations in the total number of organizations in January-August 2016 increased by 2.5 percentage points compared to the previous year and amounted to 93.8 percent (91.3 percent in 2015).

The profitability of sold products in the agriculture sector as of September 1, 2016 amounted to 31.2 percent.

As of November 10, 2016, 9 agricultural organizations of the region are participants in the financial rehabilitation program for agricultural producers of the Stavropol Territory.

The amount of debt subject to restructuring is 6.4 million rubles, of which the main debt is 1.7 million rubles, penalties and fines are 4.7 million rubles.

During the implementation of the financial recovery program, about 79.6 million rubles of principal debt were repaid. For the entire period of the program implementation, 271.4 million rubles of fines and penalties were written off. Including written off – more than 100 million rubles of penalties and fines accrued to agricultural producers before 01.01.2002.

In accordance with the Decree of the Government of the Russian Federationdated 07.08.2014 No. 778 “On measures to implement the Decrees of the President of the Russian Federation dated 06.09.2014 No. 560, dated 06.24.2015 No. 320 and dated 06.29.2016 No. 305” Ministry of Agriculture of the Stavropol Territory, jointly with the Committee of the Stavropol Territory for Food and Processing Industry, Trade and Licensing, continues to monitor prices for agricultural products and food.

The situation on the food market of the Stavropol Territory as of December 08, 2016 is as follows.

On the territory of the Stavropol Territory, in comparison with individual subjects of the North Caucasus Federal District and the Southern Federal District, a relatively low level of prices for beef in carcass weight (209.0 thousand rubles / ton) remains, which is 3.5% higher than in the Krasnodar Territory, where the lowest price is fixed. The highest price, among the indicated regions, for beef in slaughter weight was noted in the Republic of North Ossetia-Alania (225.0 thousand rubles / t), which is 7.7% higher than the price of the Stavropol Territory.

In the Stavropol Territory, the lowest price for pork in slaughter weight (158,000 rubles / t) was noted. The highest price was recorded in the Republic of North Ossetia-Alania, which is 200,000 rubles / t and exceeds the price level of the Stavropol Territory by 26.6%.

The price maximum for chicken meat was noted in the Republic of North Ossetia-Alania (118,000 rubles / t), which is 10.3% higher than the price level of the Stavropol Territory, the lowest price was noted in the Rostov Region – 95,000 rubles / t.< /p>

In the Stavropol Territory, the price of raw milk remains at the same level and amounts to 23,000 rubles / ton. The lowest price was recorded in the Republic of Dagestan (19,750 rubles/t), which is 14.1% lower than in the Stavropol Territory.

The highest price for potatoes (18,000 rubles/t) was noted in the Republic of Dagestan, which is almost 2 times higher than the price established in the region (9,333 rubles/t).

In the Stavropol Territory, a relatively low level of prices for carrots was noted – 12,333 rubles / t, which is 23.0% higher than in the Rostov Region, where the lowest price was recorded (9,500 rubles / t).

The maximum price for onion was set in the Republic of North Ossetia-Alania – 16,000 rubles / t, which is 28.0% higher than the price noted in the region.

The price of white cabbage remained at the same level – 12,333 rubles/t, which is almost 2 times higher than the price prevailing in the Republic of Dagestan (6,500 rubles/t), where the lowest price is noted.

The maximum price for apples was noted in the Rostov region – 45,000 rubles / ton, in the region, along with the Republic of Dagestan, the price was at the level of 30,000 rubles per ton.

The price of agricultural producers of the region for live fish remains at the same level (110,000 rubles / ton), while in the Republic of North Ossetia-Alania the price is marked at the level of 150,000 rubles per 1 ton.

The maximum price for food wheat of the 3rd class is 10,800 rubles/t, food wheat of the 4th class is 10,170 rubles/t, feed wheat is 9,250 rubles/t, and barley is 9,050 rubles/t noted in the Krasnodar Territory, which exceeds the price level in the Stavropol Territory by 6.9%, 19.6%, 32.1%, and 35.1%, respectively.
